Before 1993, the quality of international
insurance was questionable. The majority of companies offering such coverage
were offshore (non-U.S.), or foreign insurance carriers who wrote international
medical as more of a side business rather than as a true, legitimate segment
of the market.
While many of these companies did (and
still do) have a rating from an accredited company, the insurance carrier
is still based in a foreign country and is often not susceptible to the

GOING GLOBAL - A.M. Best Co. continued
its global expansion by acquiring Toronto-based TRAC Insurance Services
Ltd., a Canadian insurance rating agency, and renaming it A.M. Best Canada
Ltd. In 1997, A.M. Best opened a London office, acquired London-based Financial
Intelligence & Research Ltd., and renamed it A.M. Best International.
